National Public Health
The National Public Health Performance Standards program (NPHPS)) instruments help users answer questions such as, “How well are we ensuring that the essential public health services are being provided in our system?” and with the governance instrument, “How can we as a governing body better ensure that we are contributing as much as possible to the essential public health services being met in our jurisdiction?”
NPHPS Governance Assessment users report numerous benefits, including:
- Setting an optimal standard to which governing entities can aspire;
- Building awareness of the range of governing entity responsibilities;
- Identifying the governing entity’s strengths and weaknesses;
- Informing the strategic planning process; and
- Informing policy development activities.
PUBLIC HEALTH GOVERNING ENTITY ASSESSMENT MATERIALS
The Public Health Governing Entity Performance Assessment Instrument (Governance Instrument) focuses on the governing entity ultimately accountable for the public health department’s performance. Such governing entities may include boards of health, commissioners, or other officials. This instrument was developed and updated under the leadership of NALBOH and CDC.

OTHER NPHPS INSTRUMENTS
The State Public Health System Performance Assessment Instrument (State Instrument) focuses on the “state public health system” and includes state public health agencies and other partners that contribute to public health services at the state level. This instrument was developed and updated under the leadership of ASTHO and CDC.
The Local Public Health System Performance Assessment Instrument (Local Instrument) focuses on the “local public health system” or all entities that contribute to the delivery of public health services within a community. This instrument was developed and updated under the leadership of NACCHO and CDC.
There are a number of limitations to the NPHPS assessment data due to self-report, wide variations in the breadth and knowledge of participants, the variety of assessment methods used, and differences in interpretation of assessment questions. Data and resultant information should not be interpreted to reflect the capacity or performance of any single agency or organization within the public health system or used for comparisons between jurisdictions or organizations. Use of NPHPS generated data and associated recommendations are limited to guiding an overall public health infrastructure and performance improvement process for the public health system as determined by organizations involved in the assessment.
